PRESIDENT & CHAIRMAN

David Hawes is the President and CEO of H & H Pool Services, Inc. He started his company at age 10 in the San Francisco Bay Area, and it has been operating continuously for over 50 years. David is a licensed contractor, and his company currently services approximately 600 accounts weekly. He graduated with honors from Menlo School of Business Administration, and holds a Bachelor of Science degree in Business Administration majoring in Finance and Accounting.

David is a Past President of The Independent Pool and Spa Service Association. He is also a nationally recognized speaker and has been teaching business seminars for pool service company owners over the last 30+ years, to help the industry improve profits and professionalism. He is a frequent contributor to articles for several trade publications.

TREASURER & CFO

Javier founded Payan Pool Service in San Diego in 1987 and has built up the company over the past 30 years and has vast experience in servicing swimming pools, water chemistry, pool repairs, equipment installation, energy efficiency, and pool remodeling. He is a Certified Pool Operator, California Licensed Contractor and has been involved in leadership roles with various Professional Pool Organizations that are responsible for higher industry standards. Javier played an integral role in establishing the San Diego County Association of Pool and Spa Professionals, and he is currently serving as the President.

Javier is most proud of his work in Drowning Prevention, working with Safe Kids San Diego, National Drowning Prevention Alliance, Independent Pool and Spa Service Association and Pool Safely.

DIRECTOR

Ken started his career in San Diego in the electrical industry when he was sixteen years old. After four years in the electrical industry, there was an opportunity to start his own business in the landscape industry. It was here that he was first introduced to swimming pool construction. Over the next twenty years, Ken designed and built, in North San Diego County, as a full-service outdoor design, project management and construction company.

This design build experience included new swimming pool and spa construction, renovations, remodeling, demolition, pool equipment repair & replacement, pool & spa chemical automation upgrades, and electrical work. Additionally, concrete work, including driveways, patios, and pool decks, and ICF (Insulating Concrete Forms) swimming pool design and construction, were later added to the scope of provided services.

Ken has obtained five CA Contracting License classifications, as well as obtaining a CBP (Certified Building Professional) and PPSO (Professional Pool & Spa Operator) designations from the APSP/PHTA. Since 2018 there has been a focus on peer education regarding the proper installation of chemical automation and chemical automation controllers for residential pool/spa combos.

Owner of Ultimate-Pool.com - A full-service swimming pool service and repair business in North County, San Diego.

Currently, President Ultimate Pool Tools - Ken and his team manufacture precision-crafted swimming pool service tools for the pool service professionals.

CONSULTANT

Rory Manley joined the Board of the Pool & Spa Apprenticeship and Training Committee (PSATC) as a Director in January of 2023.

Rory started his pool industry career as an 18-year-old managing several progressive retail pool stores in Southern California. After 5-years in retail, he joined a new pool equipment wholesale distributor in California. That company exploded with growth throughout the Sun Belt, including California, Arizona, Texas, and Florida. He enjoyed leading the opening of many of these branch locations and building the customer base in these new markets.

After over 3-decades in wholesale distribution, he took the leadership reins of HASA Pool Products, a manufacturer, packager, and distributor of liquid pool chlorine & pool acid. Rory was the President and CEO of HASA from 2012 until he retired at the end of 2019.

Rory still loves the Pool & Spa Industry and the people within the industry countrywide and beyond. He is currently a consultant that provides assistance to a variety of channels within the industry.
